African Stablecoin Compliance & Policy Lab

The Lab exists because stablecoins sit at the intersection of monetary sovereignty, payments policy, financial stability, consumer protection and financial crime, and because the questions are sharper here than almost anywhere.

What does widespread use of a foreign-currency-denominated digital instrument mean for monetary transmission, dollarisation and capital account management? What backing, attestation, redemption and segregation standards should apply, and who supervises an issuer domiciled elsewhere? Who bears loss on depeg, freeze, issuer failure or intermediary collapse? Is there a case for regulated local-currency stablecoins, and what would it require?

Fellows on the Policy & Regulatory Intelligence track work directly on these questions, with named authorship.

How we protect the work

All publication is approved by an independent Research Council chaired by the Academic Director, with external members.

Research and policy outputs receive faculty or mentor technical review, editorial review against publication standard, and legal review by Legum Compliance for anything naming a jurisdiction, institution or individual.

Funding behind any output is disclosed. There is a corrections policy and a right of reply protocol.

Our first publications are in production with the Founding Cohort.

The African Stablecoin Regulatory Report, the first country studies and the opening policy brief series are scheduled for April 2026.
