Effectiveness is a workforce variable
The distinction between technical compliance: do the rules exist, and effectiveness, do they work: is the central lens of FATF mutual evaluations. Jurisdictions across the continent have experienced enhanced monitoring where the deficiency was not the absence of legislation but the absence of demonstrable outcomes: supervision not conducted, risk assessments not updated, sectors not registered, analysis not producing prosecutions.
Every immediate outcome in the FATF methodology, risk understanding, supervision, preventive measures, financial intelligence, asset recovery, targeted financial sanctions: depends on trained personnel executing consistently.
Capacity building is not adjacent to those outcomes. It is the mechanism of them.

How we work with institutions

Where staff cannot participate in a personal capacity, we contract at institutional level.
Chatham House options.
Roundtables and sessions can be convened under Chatham House rule, unrecorded, where that is what candour requires.
Faculty contribution in any format that works.
A live session, a recorded contribution, a fireside conversation, a capstone examination seat. Where public-sector policy restricts live participation, we adapt.
No fee.
Public-sector seats are prioritised for scholarship funding. We do not ask supervisors to fund their own capacity building out of constrained training budgets.
Discretion.
We do not publicise institutional participation without written agreement.
On independence
We are conscious that a programme funded partly by industry and attended partly by supervisors carries an obvious question.
Our answer is structural, not rhetorical: practitioner-diverse faculty, an independent Research Council that approves all publication, disclosed funding, a published editorial independence policy, and an Ethics Committee with an independent chair reporting to the Advisory Board rather than to programme management.
No single funder may exceed 40% of programme cost from Cohort 2 onward.
